EVER. After it took an act of the Legislature in 2003 to unload spurs and bypassed segments (for example, <a href=\"http:\/\/iowahighwayends.net\/ends\/ia923.html\">IA 923<\/a>), the state has been strongly hinting to counties years in advance that improvements will come in tandem with transfers of jurisdiction.<\/p>\n<p>In the most recent example, <a href=\"http:\/\/qctimes.com\/news\/local\/u-s-to-be-improved-in-louisa-county\/article_41ab2497-567e-5a64-9edc-d6f56db8e2d2.html \">Louisa County has been offered nearly $300,000<\/a> for pieces of US 61 near Grandview that will be bypassed with a four-lane that isn&#8217;t scheduled to be paved until 2017. <a href=\"http:\/\/www.news.iowadot.gov\/pim\/2013\/03\/us-61-in-louisa-county-from-130th-street-north-to-the-existing-four-lane-roadway-at-the-muscatine-co.html\">(You can see the plans at the DOT PIM site.)<\/a>\u00a0I don&#8217;t know if the offer factors in three to four years of inflation or not.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The past decade has included a notable shift in Iowa Department of Transportation policy: It never, ever, EVER wants to be stuck with a bypassed road again.
