{"id":5933,"date":"2015-03-23T10:11:40","date_gmt":"2015-03-23T15:11:40","guid":{"rendered":"http:\/\/iowahighwayends.net\/blog\/?p=5933"},"modified":"2015-03-19T22:36:52","modified_gmt":"2015-03-20T03:36:52","slug":"howard-winneshiek-riceville-drop-hammers-on-each-other","status":"publish","type":"post","link":"http:\/\/iowahighwayends.net\/blog\/2015\/03\/howard-winneshiek-riceville-drop-hammers-on-each-other\/","title":{"rendered":"Howard-Winneshiek, Riceville drop hammers on each other"},"content":{"rendered":"<p>Last month, the Howard-Winneshiek school board abruptly ended its agreement to let Riceville pick up open-enrolled students near the school district boundary, and a week afterward Riceville reciprocated, <a href=\"http:\/\/wcfcourier.com\/news\/local\/education\/neighboring-ne-iowa-school-districts-spike-busing-agreements\/article_14b936d3-5e1c-50e4-abd1-c15fb981bfe4.html\">the <em>Waterloo Courier<\/em> reports<\/a>. Now open-enrolled students will have to find their own way to the other school (or at least the district boundary).<\/p>\n<p>I think this is a consequence of Howard-Winneshiek&#8217;s cash crunch, which has led the district to close all buildings outside of Cresco. Open-enrolled students cost the home district money. It will be felt especially in Elma, which is <a href=\"http:\/\/sos.iowa.gov\/elections\/pdf\/schools\/maps\/2010\/Howard-Winneshiek1.pdf\">closer to Riceville than Cresco<\/a> and just lost its school building.<\/p>\n<p>Elma is a notable example of an outlying town that has become distant from its school after decades of consolidations and closures.
