I am a little surprised it’s all the way in September and we’re still in the B’s. On the other hand, a lot of early plates were replaced with Z’s before those ran out.

If every combination has been used, that’s 1,352,000 plates in 13 months (ZHL to BHL) — 104,000 a month, covering one-third of about 4.18 million vehicles in the state.
